“两业”融合推动河北省制造业高质量发展路径探索

Exploration of High-quality Development Path of Manufacturing Industry Promoted by Integration of Advanced Manufacturing and Modern Service Industries in Hebei Province

制造业高质量发展是经济高质量发展的重中之重。河北省作为制造业大省,大而不强的问题仍然突出。如何通过“两业”深度融合推动河北省制造业高质量发展与制造业强省建设是亟须解决的问题。本文在阐释“两业”融合推动制造业高质量发展理论机制的基础上,构建评价体系测度了河北省“两业”融合水平与制造业高质量发展现状,借鉴国内外先进经验,提出促进“两业”深度融合的策略。研究发现,河北省“两业”融合发展处于中等水平,耦合度高于耦合协调度,服务业对制造业的带动作用尚未充分发挥;制造业高质量发展整体呈显著上升趋势,但数字化与开放合作水平波动不定,绿色发展水平有缓慢下滑之势。因此需要进一步细化政策效能、通过创新生态环境和汇集数字人才,扩大高水平对外开放,助力“两业”融合发展。

The high-quality development of manufacturing industry is the top priority of high-quality economic development.As a large manufacturing province,Hebei is still prominent in the problem of big but not strong.How to enhance the high-quality development of manufacturing industry and the construction of a strong manufacturing province through the deep integration of advanced manufacturing and modern service industries(“two industries”)is an urgent problem to be solved.On the basis of explaining the theoretical mechanism of“integration of two industries”to promote the high-quality development of manufacturing industry,the research establishes an measurement system to evaluate the integration degree of“two industries”and the level of the high-quality development of manufacturing industry in Hebei Province,drawing lessons from advanced experience at home and abroad,puts forward strategies to promote the deep integration of“two industries”.It is discovered that the integration development level of“two industries”in Hebei Province is at a medium level,the coupling degree is higher than the coupling coordination degree,and the service industry driving effect on the manufacturing industry has not been fully exerted;the overall high-quality development of manufacturing industry shows a significant upward trend,but the level of digitalization and open cooperation fluctuates,and the level of green development has a slow downward trend.Therefore,it is necessary to further refine the policy effectiveness,promote the optimization of the business environment by the innovated ecological environment and pooling digital talents,and assist the integrated development of the“two industries”.
