中国式现代化视域下辽宁经济高质量发展研究

The High Quality Development of Liaoning Economy from the Perspective of Chinese Modernization

辽宁经济高质量发展有利于推动东北振兴、中国式现代化进程,有效回应时代需求。产业现代化是高质量发展的强劲推动力、支撑力,财政现代化又是推动高质量发展的内在要求和重要着力点。对此,基于辽宁省产业现代化、财政现代化、现代化都市圈等维度,考察辽宁经济高质量发展现状,认为存在辽宁产业结构有待优化;辽宁财政收支平衡压力较大;辽宁现代化都市圈建设存在壁垒等困境,据此,提出支持辽宁产业结构优化,促进辽宁产业现代化进程;保障辽宁一般公共预算收入增长,提升财政现代化治理能力;加快沈阳经济区建设,发挥现代化都市圈正向溢出效应等建议,以期进一步发掘辽宁经济高质量发展的潜力,为东北振兴战略与中国式现代化目标提供坚实支撑。

The high-quality economic development of Liaoning is conducive to promoting the revitalization of Northeast China and the process of Chinese modernization,and effectively responding to the needs of The Times.Industrial modernization is a strong driving force and support for high-quality development,and financial modernization is an inherent requirement and an important focus for promoting high-quality development.In this regard,based on the industrial modernization,financial modernization and modern metropolitan area of Liaoning Province,the present situation of Liaoning's high-quality economic development is investigated,and the industrial structure of Liaoning province needs to be optimized.The financial balance of Liaoning is under great pressure.Based on the difficulties such as barriers in the construction of modern metropolitan area in Liaoning,it is proposed to support the optimization of industrial structure and promote the process of industrial modernization in Liaoning,ensure the growth of Liaoning's general public budget revenue and improve the ability of financial modernization,speed up the construction of Shenyang Economic Zone and give play to the positive spillover effect of modern metropolitan area are expected to further tap the potential of Liaoning's high-quality economic development and provide solid support for the revitalization strategy of Northeast China and the goal of Chinese modernization.
