Exploration and Practice on the Path of Improving QHSE Management Driven by Flat Management

油气化工企业在QHSE管理体系运行过程中存在“两层皮”、制度要求落实不到位等问题。文章针对QHSE管理体系与企业运行机制融合不充分的原因进行了分析,结合QHSE体系的核心内涵,构建了基于扁平化管理的QHSE体系管理提升驱动模型,并总结了川东北作业分公司扁平化管理驱动QHSE管理提升的实践经验,提出了改进建议。

There are some problems such as“two pieces of skins”and inadequate implementation of system requirements in the operation of QHSE management system for oil-gas and chemical enterprises.In the paper,an analysis was conducted on the reasons for the inadequate integration of the QHSE management system and enterprise operation mechanism.Combined with the core connotation of the QHSE system,a driving model for the improvement of the QHSE management system based on flat management was constructed.The practical experience of the improvement of QHSE management driven by flat management in Chuandongbei operating company was summarized,and some suggestions for improvement were proposed.
