基于适应性循环理论的集成电路产业集群韧性:演化逻辑与提升路径

摘要 培育具备强大韧性的集群生态圈是推动集成电路产业集群高质量发展的关键问题。将产业集群视为一个动态系统,从理论上探讨集群韧性的演化逻辑和提升路径。在适应性循环理论视角下,韧性系统具备随情境而动态平衡的稳定性与复杂性,以及内部主体的弱网络关联性。突发事件冲击下,产业集群在“冲击吸收-冲击适应-恢复更新-再组织”四阶段具有复杂韧性演化逻辑。当前,集成电路产业集群面临人才紧缺、技术封锁、超长链条、产业体系依赖等困境,应遵循阶段演化的复杂逻辑,以培育自主可控的产业韧性系统为目标导向,塑造“抵抗-适应-恢复-再组织”的韧性能力,以实现集群韧性水平的螺旋式上升。 It is a key problem to cultivate a cluster ecosystem with strong resilience in promoting the high-quality development of integrated circuit industry clusters.It views industrial clusters as a dynamic system and theoretically explores evolutionary logic and lifting path.From the perspective of adaptive cycle theory,resilient systems possess stability and complexity which are dynamically balanced with the context,as well as weak network correlations among internal entities.Under the impact of unexpected events,industrial clusters have a complex resilience evolution logic in four stages:shock absorption,shock adaptation,recovery and renewal,and reorganization.Currently,facing the challenges of talent shortage,technological blockade,ultra long chains,and dependence on industrial systems in the new context,the integrated circuit industry cluster should follow the complex logic of stage evolution,with the goal of cultivating an independent and controllable industrial resilience system,shaping the resilience ability of“resistance adaptation recovery reorganization”,in order to achieve a spiral increase in the resilience level of the cluster.
