人类安全共同体是中国的全球安全观之中一个标识性概念,是人类命运共同体理念在安全领域的具体体现。不同于以往各种发轫于方法论的个体主义安全观念,人类安全共同体理念以类主体存在的人作为指涉对象,以全球安全的不可分割性作为核心原则,以共生共存的共同体作为安全载体,其精义在于探寻全人类在现实世界中的自我调适与和谐共处之道。这一理念在当今人类安全境遇巨变背景下应运而生,由于新时代中国国际影响力的助推,并以深厚的中华优秀传统安全思想为文化根基,超越了传统安全观。近几年来,中国积极推进人类安全共同体从理念转向实践,在双边、地区安全共同体建设中打造人类安全共同体的现实模板,在新兴领域安全机制建设中强化人类安全共同体理念的全球共识,在国家间安全合作中履行大国对于人类安全共同体建设的特殊共同责任,在统筹促进共同发展和安全中谋求实现全人类可持续发展与安全的长远目标,彰显这一新型安全理念的强大生命力和现实意义。
