特种设备使用单位信息化平台研发——以辽宁省沈抚改革创新示范区为例

Research and Development of Informatization Platform for Special Equipment Users:Take Shenfu Reform and Innovation Demonstration Zone in Liaoning Province as an Example

以提升特种设备使用单位安全管理效能为根本,强化使用单位主体安全责任落实,建立智能化大数据平台提升使用单位安全管理水平。构建了安全风险分级管控体系,开创了特种设备“互联网+智慧双控”新模式,形成了特种设备“风险自查、隐患自改、责任自负”的“线上线下”相结合的双重预防机制,实现了一码通晓全部设备信息的功能,并应用于辽宁省沈抚改革创新示范区,为该地区使用单位落实主体责任、政府履行监管责任提供了有力保障。

To enhance the effectiveness of safety management of special equipment user units as a fundamental,strengthen the implementation of the main safety responsibilities of the user units,the establishment of intelligent big data platform is to enhance the level of safety management of the user units.It has built a safety risk classification and control system,created a new model of“Internet+intelligent dual control”for special equipment,formed a dual prevention mechanism combining“online and offline”with“risk self-examination,hidden danger self-reform,and responsibility”for special equipment,and realized the function of understanding all equipment information with one code,and applied in Shenfu Reform and Innovation Demonstration Zone in Liaoning Province.It provides a strong guarantee for the implementation of the main responsibility of the user units in the region and the implementation of the regulatory responsibility of the government.
