创新注意力、产业集群与发展农业新质生产力——以“寿光模式”为例

Innovation Attention,Industrial Clustering,and the Development of New Quality Agricultural Productive Forces——A Case Study of the"Shouguang Model"

发展农业新质生产力是推动农业现代化进程、建设农业强国的核心要义。采用案例研究方法,以“寿光模式”为例,从农业产业属性出发,分析了农业产业集群发展推动农村新质生产力形成过程中多元主体在多方行为作用下的决策行为。通过构建“创新注意力—组织印记”的分析框架,探讨创新注意力如何影响农业产业集群的技术创新升级,并加快形成农业新质生产力。研究发现,农业产业集聚作为产业集群的初期表现,其创新注意力主要集中在经营模式和组织创新上,技术创新也伴随发生。政府引导与农户创新注意力共同塑造组织印记,对后续农业产业集群发展具有深远影响。在产业集聚形成后,技术设备升级成为关键的创新注意力方向,而组织印记对创新注意力具有反作用。随着农业空间集聚和区域专业化的推进,多元主体的创新注意力整合形成创新网络,推动产业向专业化、精细化和多元化发展,形成技术为核心的产业集群。组织印记在这一过程中持续推动主体的创新行为,形成农业创新体系,为发展农业新质生产力提供要素积累。上述研究结果不仅为理解农业产业集群发展提供新视角,也为加快形成农业新质生产力提供参考经验和可行路径。

Developing new quality agricultural productive forces is the core essence of promoting the process of agricultural modernization and building a strong agricultural country.Using a case study method and taking the"Shouguang Model"as an example,this paper analyzes the decision-making behavior of multiple actors under the influence of various actions in the process of forming new productive forces in rural areas driven by the development of agricultural industrial clusters,starting from the attributes of the agricultural industry.By constructing an analytical framework of"innovation attention-organizational imprint",this paper explores how innovation attention affects technological innovation and upgrading in agricultural industrial clusters and accelerates the formation of new quality agricultural productive forces.The study finds that as the initial manifestation of industrial clusters,agricultural industrial agglomeration focuses its innovation attention mainly on business models and organizational innovation,accompanied by technological innovation.Government guidance and farmers'innovation attention jointly shape the organizational imprint,which has a profound impact on the subsequent development of agricultural industrial clusters.After the formation of industrial agglomeration,technological equipment upgrading becomes a key direction of innovation attention,while the organizational imprint has a counter effect on innovation attention.With the advancement of agricultural spatial agglomeration and regional specialization,the integration of innovation attention from multiple actors forms an innovation network,driving the industry towards specialization,refinement,and diversification,and forming technology-cored industrial clusters.The organizational imprint continuously promotes the innovative behavior of actors in this process,forming an agricultural innovation system and providing element accumulation for the development new quality agricultural productive forces.The findings of this paper not only provide a new perspective for understanding the development of agricultural industrial clusters but also offer reference experience and feasible paths for accelerating the formation of new quality agricultural productive forces.
