数字政府建设与社区治理的协同机制研究

摘要 本文首先分析了数字治理的基本结构,将政府建设划分为控制因素层和网络层,从社区居民的需求出发,对社区治理进行全流程监督。使用数字化覆盖率、参与度和透明度、效率和便利性、数据安全和隐私保护分析关联程度,选取3200个有效样本,研究社区内部政治效能感、外部政治效能感以及参与社区治理兴趣的影响。研究发现,政府干预度差异矩阵与社区治理联系通过1%显著性检验,社区居民对主观政治能力的评价有所提高,对协同治理机制较为满意,数字政府建设与社区治理成效具有明显的相关性。因此应该积极引导公众参与和推动数字政府建设与社区治理的现代化转型与创新发展,从而为政府治理模式的革新与社会发展的可持续性注入强大动力。 This paperfirst analyzes the basic structure of digital governance,divides government construction into control factor layer and network layer,and conducts whole-process supervision of community governance from the needs of community residents.The correlation degree was analyzed using digital coverage,participation and transparency,efficiency and convenience,data security and privacy protection,and 3200 valid samples were selected to study the influence of political efficacy within the community,political efficacy outside the community,and interest in participating in community governance.The study found that the relationship between the difference matrix of government intervention degree and community governance passed the 1%significance test,and community residents'evaluation of subjective political ability was improved,and they were more satisfied with the collaborative governance mechanism,and the construction of digital government was significantly correlated with the effectiveness of community governance.Therefore,the public should be actively guided to participate in and promote the modern transformation and innovative development of digital government construction and community governance,so as to inject strong impetus into the innovation of government governance model and the sustainability of social development.
