广州市住人危房基本情况与动态监测管理模式

Essential Features and Dynamic Monitoring Management Model of Inhabited Dangerous Houses in Guangzhou

广州作为超大城市,住人危房量大面广,整体呈现“南多北少”、局部集聚特征。受制于产权纠纷、住户改造意愿、业主自筹资金能力等因素,大量住人危房无法立即修缮或拆除重建,短期内无法消除安全隐患,亟需通过动态监测赋能危房安全管理。近年来,广州市以“安全第一、预防为主、综合治理”作为总方针,持续加大住人危房动态监测力度,目前已搭建起“人防+技防+临灾转移”住人危房动态监测管理体系,危房管理成效显著,连续多年零事故。下一步广州将在房屋安全管理立法、危房分类治理等方面持续发力,夯实百姓安居根基。

As a mega-city,Guangzhou has a large number of inhabited dangerous houses,and the overall situation is characterized by"more in the south and less in the north"and localized agglomeration.Subject to property rights disputes,residents'willingness to reform,the owner's self-financing ability and other factors,many dangerous houses cannot be repaired or demolished and rebuilt immediately.So potential safety hazards cannot be eliminated in the short term.It is a must to empower the safety management of dangerous houses through dynamic monitoring.In recent years,Guangzhou has taken"safetyfirst,prevention as the main focus,and comprehensive management"as the general policy,and continuously increased the dynamic monitoring,and has set up a dynamic monitoring and management system of inhabited dangerous houses with"manual defense+technical defense+transfer in case of disaster".The management of dangerous houses has achieved remarkable results with no accidents these years.Guangzhou will continue to make efforts in legislation on housing safety management,classification and governance of dangerous houses,so as to strengthen the foundation of people's secure living.
