粮食产销协作的“龙江模式”及其创新路径研究

深化粮食产销协作对于提高中国粮食安全保障能力、实现产销区优势互补具有重要意义。黑龙江省采取的“四维度立体联动式”的做法,对于推进粮食产销协作提供了有益经验,但在推进过程中存在着政府作用日益减弱、协议履约率不高、利益补偿机制不健全等问题。创新粮食产销协作模式的基本途径是:推动省级层面开展战略性协作、健全主产区利益补偿机制、实现跨区域的“三链”协同、完善粮食现代物流体系、实施产销区智能化协作。

Deepening the cooperation between grain production and marketing is of great significance to improving China's food security guarantee ability and realizing the complementary advantages of production and marketing areas.The practice of four-dimensional stereo linkage type adopted by Heilongjiang Province provides useful experience for promoting the cooperation between grain production and marketing.Four-dimensional stereo linkage type refers to the government's organizational dimension,promotion method dimension,product strategy dimension,and industrial chain dimension.But there are some problems in the process of promoting it,such as the weakening role of the government,the low performance rate of the agreement,and the imperfect interest compensation mechanism.The basic ways to innovate the cooperation mode of grain production and marketing are to promote the strategic cooperation at the provincial level,to improve the interest compensation mechanism of the main producing areas,to realize the cross-regional"three-chain"(organizational chain,industrial chain,supply chain)coordination,to improve the modern grain logistics system,and to implement the intelligent cooperation in the production and marketing areas.
