新疆粮食产业高质量发展评价

Evaluation of high quality development of Xinjiang's grain industry

摘要 为推动粮食产业高质量发展,从粮食安全、产业结构、绿色生态和高效生产4个维度选取指标构建了新疆粮食产业高质量发展指标体系,运用熵值法测度了2012—2021年新疆粮食产业高质量发展水平。结果表明:从时间演变来看,新疆的粮食产业发展指数呈缓慢上升趋势,变化波动较小,发展较为稳定;从不同维度来看,产业结构是增长最快的方面,粮食安全方面指数较低;通过与外省的对比分析,发现2016年后的增长趋势良好,要不断地提升粮食产业发展稳定性,缩小省份之间的差距。据此,提出了提高粮食产业安全系数、加强农业产业链建设、持续发展绿色农业、强化科技创新和技术支持的对策建议。 In order to promote the high-quality development of the grain industry,this paper selects indicators from four dimensions of food security,industrial structure,green ecology and efficient production to construct the high-quality development indicator system of Xinjiang's grain industry,and uses the entropy method to measure the high-quality development level of Xinjiang's grain industry from 2012 to 2021.The results showed that the development index of grain industry in Xinjiang showed a slow rising trend with little fluctuation and stable development.From the perspective of different dimensions,the industrial structure is the fastest growing aspect,and the food security index is low.Through comparative analysis with other provinces,it is found that the growth trend after 2016 is good,and it is necessary to continuously improve the stability of the development of the grain industry and narrow the gap between provinces.Accordingly,the paper puts forward some countermeasures and suggestions to improving the security factor of food industry,strengthening the construction of agricultural industry chain,developing green agriculture continuously,and strengthening scientific and technological innovation and technical support.
