摘要
应急处突是领导干部必备能力,干部教育培训是提高领导干部应急处突能力的关键途径。基于PDCA和SDCA循环理论分析,领导干部应急处突能力培训具有目标时代性、方法实践性、效能关联性、流程迭代性等特征;通过对500名领导干部的实证调研分析,领导干部对于应急处突能力培训在丰富培训内容、创新培训方式、加强培训考核、强化培训反馈等方面有很强的现实需求。全面质量管理视角下构建领导干部应急处突能力培训“4+X”供需体系,明确培训目标与工作计划,精准培训供给与落实措施,加强监督检查与质量评估,注重结果运用与问题改进,全面提升领导干部应急处突能力的培训质效。
Emergency response is the necessary ability of leading cadres,and cadre training is the key way to improve the ability of leading cadres in emergency response.Based on the analysis of PDCA and SDCA cycle theory,this paper shows that emergency response ability training of leading cadres has the characteristics of goal epoch,method practice,efficiency relevance and process iteration,etc.Through the empirical analysis of the questionnaire survey of 500 leading cadres,the leading cadres have a very strong realistic demand for the training of emergency response ability in the aspect of enriching the training content,innovating the training methods,strengthening the training assessment and feedback.Under Total Quality Management perspective to build“4+X”supply and demand system of emergency response ability training of leading cadres,must be clear training objectives and work plan in the training plan stage,to accurate training supply and carry out the measures in the training implementation stage,to strengthen supervision and quality assessment in the training inspection stage,to improve results and problems in the training improvement stage,so as to comprehensively improve the quality and effectiveness of leading cadres emergency response ability training.
