积极老龄化视域下的河北省高质量养老服务体系构建:亮点、痛点及实现路径

构建高质量养老服务体系是应对人口老龄化的重要举措,积极老龄化作为则是落实这一举措的重要理论视角和政策目标。当前,河北省已进入中度老龄化社会,应对老龄化政策日臻完善、实践取得成效、观念逐渐转变,但仍存在着社会老龄化程度不断加深,传统养老方式难以为继;养老服务供需不平衡,难以满足养老需求;养老服务责任主体单一,专业化程度有待提升的问题。以理性分析河北省应对老龄化工作的亮点与痛点为基础,构建河北省高质量养老服务体系,实现积极老龄化需建立“政府-社会-市场-家庭-个人”“五位一体”的养老服务主体联动和责任共担体系和以“健康、参与、保障”为核心维度的高质量养老服务内容框架体系,辅之以配套保障支持体系,不断满足全省老年人日益增长的多样化、多层次的养老服务需求,建设“京畿福地、老有颐养”的乐享河北。

Constructing high-quality pension services system is an important measure to cope with population aging,and the perspective of active aging is an strong theoretical explanatory power and prospect planning power to implement this measure.At present,Hebei Province has entered a moderately aging society,and the policies to cope with aging are becoming gradually perfect,the practice has achieved results,and the concept has gradually changed.However,the increasing aging of the population makes the traditional way of providing for the elderly difficult to sustain..The supply and demand of Pension Services are unbalanced,which makes it difficult to meet the demand for elderly care.The main responsibility of the elderly care service is single,and the degree of specialization needs to be improved.Based on a rational analysis of the highlights and pain points of Hebei Province's aging response work,a high-quality pension Services System in Hebei Province should be built.To achieve the perspective of active aging,a five-in-one elderly care service linkage and responsibility sharing system with"government-society-market-family-individual"and a high-quality elderly care service content framework system with"health,participation and security"as the core dimension should be established.At the same time,it should be complement by supporting systems.Continuously meet the growing diversified and multi-level needs of Pension Services and build a Happy,full of enjoyment of Hebei Province with"a beatific place for the elderly and their care".
