广州市冰雪运动进社区体系建设与综合评估——基于PEST框架与FAHP分析

The Construction and Comprehensive Evaluation of Ice and Snow Sports Community Systems in Guangzhou --Based on the PEST Framework and FAHP Analysis

随着冰雪运动“南展西扩东进”趋势的加深,社区在冰雪运动推广中的作用愈发重要。运用文献综述法、专家访谈法、模糊层次分析法,对广州市冰雪运动进社区的整体环境和开展情况进行研究。得出在PEST框架下,广州市冰雪运动进社区具备政策支持、群众基础和技术支撑,具有一定的开展优势、潜力和可行性,但同样存在地理位置上的挑战与局限;FAHP评价指标体系显示,广州市冰雪运动进社区整体发展水平一般;各项指标要素权重相差不大,呈现出同等的重要性。建议广州市在推动冰雪运动进社区时,应全面审视自身的优势与劣势,使各方面指标要素共同推进、协同发展;采取扩大宣传及推广渠道、创新冰雪运动设施、加大财政支持力度等措施,提高冰雪运动进社区的发展水平;继续关注增长趋势和发展速度等指标,从而进行更全面的综合评价。

With the deepening trend of expanding ice and snow sports in southern,western,and eastern China,the role of communities in promoting these sports has become increasingly important.This study analyzes the overall environment and implementation of ice and snow sports in Guangzhou communities by using the method of literature review,expert interviews,and fuzzy analytic hierarchy process.Under the PEST framework,Guangzhou shows policy support,mass foundation,and technical backing,indicating advantages,potential,and feasibility for development,though geographical challenges and limitations exist.,The FAHP evaluation indicates an average overall development level for ice and snow sports in communities,with similar weight across different indicators.It is recommended that Guangzhou leverages its strengths and addresses weaknesses by promoting collaboration across various indicators,enhancing publicity and promotion channels,innovating facilities,increasing financial support,and continually monitoring growth trends and development speeds for comprehensive evaluation.
