涉外法治人才培养机制创新研究

Research on the Innovation of CultivationMechanism for Foreign-Related Legal Talents

探索和创新涉外法治人才培养机制是统筹推进国内法治和涉外法治不可或缺的一部分。随着涉外法治的不断发展,涉外法治人才培养是落实习近平法治思想、服务实现国家战略以及推进新文科建设的重要举措、保障和抓手。梳理涉外法治人才培养的发展历史,可以发现其发展轨迹:恢复建设时期、平缓发展时期和深化发展时期。但是在实践发展中,涉外法治人才培养面临人才数量不足、学科体系与课程体系不完备、培养模式亟需优化以及质量有待提高等现实困境。基于此,习近平法治思想对涉外法治人才培养提供了新的发展路径。为了能更好地培养涉外法治人才,通过目标定位以培养德才兼备的涉外法治人才;采取教育改革以构建涉外法治人才培养体系;推动模式创新使涉外法治人才得以精细化培养;设置质量保障以维系涉外法治人才培养的可持续发展。

Exploring and innovating the cultivation mechanism for foreign-related legal talents is an indispensable part of coordinating the promotion of domestic rule of law and foreign-related legal rule.With the continuous development of foreign-related legal affairs,the cultivation of foreign-related legal talents is a significant measure,guarantee,and focal point for implementing XI Jinping Thought on the rule of law,serving the realization of national strategies,and promoting the construction of new liberal arts.Reviewing the history of foreign-related legal talent cultivation,we can observe its developmental trajectory:the period of restoration and construction,the period of steady development,and the period of deepened development.However,in practical development,the cultivation of foreign-related legal talents faces realistic challenges such as an insufficient number of talents,incomplete disciplinary and curriculum systems,urgent needs for optimizing the cultivation model,and the necessity to improve quality.Based on this,Xi Jinping Thought on the Rule of Law provides a new development path for the cultivation of foreign-related legal talents.To better cultivate foreign-related legal talents,we should aim to cultivate talents with both ability and integrity by targeted positioning;adopt educational reforms to construct a cultivation system for foreign-related legal talents;promote model innovation to enable refined cultivation of foreign-related legal talents;and establish quality assurance to maintain the sustainable development of foreign-related legal talent cultivation.
