摘要
提升公共服务的可及性是基层治理体系与治理能力现代化的题中要义。随着精细化理念的引入,公共服务供给的基本目标由“服务均衡”提升为“服务可及”。“红色驿站”是提升公共服务可及性的实现载体,通过这种载体有利于优化服务空间,精准服务需求,联动服务资源和动员服务力量,为提升公共服务的可及性提供了有效路径。基于提升公共服务可及性的实践经验,可从空间可及、内容可及、资源可及、制度可及四大板块入手,搭建精细化治理提升公共服务可及性实践机制,以回应中国式现代化进程中公共服务可及性何以提升的现实命题。
Improving the accessibility of public services is the essence of the modernization of grassroots governance system and governance capacity.With the introduction of the concept of refinement,the basic goal of public service supply has been upgraded from"service balance"to"service accessibility."The'red post'is a carrier to improve the accessibility of public services.Through this carrier,it is conducive to optimizing service space,accurately serving needs,linking service resources and mobilizing service forces,and providing an effective way to improve the accessibility of public services.Based on the practical experience of improving the accessibility of public services,we can start from the four major sections of space accessibility,content accessibility,resource accessibility and system accessibility,and build a practical mechanism for fine governance to improve the accessibility of public services,so as to respond to the realistic proposition of how to improve the accessibility of public services in the process of Chinese modernization.
