In the construction management of hydropower projects the whole-process cost management and control represent a systemic process that spans the entire construction lifecycle.The control outcomes and management quality have a decisive impact on project quality and construction progress.This article examines cost management and control during project construction management,focusing on the issues encountered by the owner during the project initiation and decision-making stage,design stage,bidding stage,construction stage,and completion stage.It analyzes the relationship between the owner and the design unit,contractor,and supervision unit during project construction,demonstrating that through collaborative cost management,the overall project investment is reasonably and effectively controlled,ensuring a win-win outcome for all participants in the project.
