浅谈昌波水电站前期工作管理实践

水电项目前期管理是项目建设管理和运行管理的起始阶段,与项目的顺利实施、工程建设管理、投资控制及经济社会效益有着直接联系。在昌波水电站的前期管理实践中,重新梳理了新形势下项目核准的思路和要求,对进一步加强、改进前期管理工作进行了探讨和思考,为项目核准起到了积极作用,其前期管理经验对后续开发项目有积极参考意义。

The preliminary management of hydropower projects is the initial stage of project construction and operation management,which is directly related to the smooth implementation of the project,engineering construction management,investment control,and economic and social benefits.In the preliminary management practice of Changbo Hydropower Station,the ideas and requirements for project approval under the new situation were re-sorted,and discussions and reflections were made on further strengthening and improving the preliminary management work,which played a positive role in project approval.Its early management experience has positive reference significance for subsequent development projects.
