县域城镇化视角下的长三角地区县域发展研究

Study on the Development of the Counties in Yangtze River Delta Region from the Perspective of County Urbanization

随着城镇化的不断深入,县域城镇化成为我国新型城镇化的核心载体。长三角地区县域由于高度发达的商品经济和自下而上的城镇化方式,正在迈入区别于一般县域的区域性城镇化发展路径。然而,目前的国土空间规划体系对于县级规划的特殊性认识不足,在各类指南中未区别县级与市级的规划重点。本研究从历史维度审视县域单元的特殊性,阐明历史尺度对当今县域发展形成的特殊影响;其次分析县域城镇化的重要性及实际发展态势,总结县域发展存在的深层次问题;最后结合长三角县域发展特征阐释其尺度上移的特殊城镇化模式,提出对长三角地区县域发展的建议及县级国土空间规划应对措施。

With the advancement of urbanization,county urbanization has become the core carrier of China’s new urbanization.Due to highly developed commodity economy and bottom-up urbanization mode,counties in the Yangtze River delta region have adopted the regional urbanization path,which is different from general counties.However,current territorial spatial planning system has insufficient understanding on the particularity of county-level planning,so that various guidelines didn’t distinguish the priorities of county-level and city-level planning.This paper examines the particularity of counties from historical dimension and illustrates the special influence of history on today’s counties.Secondly,it analyzes the importance and actual development trend of county urbanization,and summarizes the problems existing in county development.Finally,the special urbanization mode in the Yangtze River delta region is explained,and the suggestions for county development and county-level territorial spatial planning in the Yangtze River Delta region are put forward.
