住房专项规划编制内容及要点研究——以厦门市为例

Research on the Content and Key Points for the Preparation of Special Housing Plan:A Case of Xiamen

住房是最真切的民生需求,关系到千家万户的基本生活保障,而编制好住房规划是解决这一重要民生需求的重要途径。本研究探讨了住房专项规划编制的技术要点,并以厦门市为例,提出通过“人—房—地”一一对应的精细分析方法提升住房规划编制的科学性,按照“市—区—管理单元”三级传导的方式逐级分解住房核心指标,增强住房规划传导性和实施性,同时从空间格局、土地供给、近期建设等方面论述厦门市住房专项规划的实践情况,为国土空间规划背景下全国各地的住房专项规划编制提供思路和参考。

Housing is the most important livelihood demand,related to the basic living security of thousands of families,formulating a good housing plan is an important way to solve this important livelihood demand.This paper explores the key technical points for the preparation of special housing plan.Taking Xiamen as an example,it proposes to improve the scientificity of housing plan with a fine analysis method of“people-housing-land”that corresponds with each other one by one.The core indicators of housing are decomposed into three levels of“city-district-management unit”through a hierarchical transmission method,so as to enhance the transmission and implementation of housing plan.At the same time,this paper discusses the practical situation of special plan in Xiamen City from the perspectives of spatial pattern,land supply,and recent construction,aiming to provide ideas and references for the preparation of special housing plan in various places in China under the background of the territorial and spatial planning.
