嵌入性视角下党建引领基层治理共同体建设

Party Building Leads the Construction of Grassroots Community Governance Communities from Perspective of Embeddedness

基层治理共同体建设关乎社会治理现代化的总体水平。基于H市T社区的研究发现,T社区通过“嵌入式党建”,实现基层社区协同治理。具体表现为政治嵌入提升基层党组织及党员个体引领作用;功能嵌入实现公共政策资源、信息资源和服务资源高效配置;关系嵌入激活社区社会资本,实现参与主体互嵌;行为嵌入以丰富的综合服务和文化品牌创造行动空间。由此,通过社区党建的多重嵌入,互利共生的基层治理共同体得以建构,协同治理格局初步形成。

The construction of the community governance community at the grass-roots level is directly related to the overall level of modernization of social governance.Based on the research of T community in H city,it is found that T community achieves coordinated governance of grass-roots communities through“embedded”practice,which is specifically reflected in the leading role of political embedding in enhancing grass-roots party organizations and individual party members;functional embedding achieves efficient allocation of public policy resources,information resources and service resources;relational embedding activates community social capital and achieves mutual embedding of participants;behavioral embedding creates action space with rich comprehensive services and cultural brands.Therefore,through the promotion of multiple embedded practices in the community,a mutually beneficial and symbiotic grass-roots governance community has been constructed,and a coordinated governance pattern has been initially formed.
