Research on Strategies to Promote the Deep Integration of Industry Education and Research in Qiqihar City

在科技引领经济发展的时代潮流下,推进产学研合作是将知识转化为技术的有效途径。通过对齐齐哈尔市产学研合作实践现状分析,并结合中国发达地区产学研成功的经验,总结出其在政策法规、创新主体、目标利益、研发经费、企业创新合作、科研和技术人员占比等方面还存在一定的差距和问题,亟须在完善相应政策法规、增强创新主体合作、加大对企业放权力度、增强中小型企业参与度等方面的提质增效,促进齐齐哈尔市地方经济的高质量社会发展。

In the era where technology leads economic development,advancing industry-university-research cooperation is an effective way to transform knowledge into technology.Through analyzing the current status of industry-university-research cooperation in Qiqihar City and combining the successful experiences of developed regions in China,it is concluded that there are certain gaps and issues in areas such as policy regulations,innovation entities,target interests,research and development funds,enterprise innovation cooperation,and the proportion of scientific research and technical personnel.It is urgent to improve corresponding policies and regulations,enhance cooperation among innovation entities,increase empowerment to enterprises,enhance the participation of small and medium-sized enterprises,and promote high-quality social development of the local economy in Qiqihar City.
