高校政府采购工作管理困境与完善思考

从理论和实务两个角度分析高校政府采购工作特点入手,阐述高校政府采购工作各方面现状。从现状问题梳理出高校政府采购工作面临的管理困境,即缺少应对高校采购特殊性有针对性的制度、采购效率的提升与依章办事走流程的平衡、需强化二级单位用户对采购人主体责任的意识、强化招标采购工作内控管理、在法律法规的范围内更好地服务教学科研等内容。针对这些困境,提出完善高校政府采购工作的几点思考。最后,对高校政府采购工作应坚持的思路原则进行了总结,有助于高校在面对日益复杂的采购环境时得以顺利开展工作。

Starting from the perspectives of theory and practice,this paper analyzes the characteristics of government procurement work in universities and elaborates on the current situation of government procurement work in various aspects.Based on the current situation,the management difficulties faced by the government procurement work in universities are identified,which include the lack of targeted systems to address the special characteristics of university procurement,the balance between improving procurement efficiency and following the procedures according to regulations.It is necessary to strengthen the awareness of the main responsibility of secondary unit users towards the purchaser,strengthen the internal control management of bidding and procurement work,and better serve teaching and scientific research within the scope of laws and regulations.In response to these difficulties,several thoughts are proposed to improve the government procure-ment work in universities.Finally,a summary of the principles and ideas that universities should adhere to in government procurement work has been provided,which will help universities to smoothly carry out their work in the increasingly complex procurement environment.
