农民专业合作社返贫阻断效应分析——基于CLDS数据库

Analysis of the Blocking Effect of Farmers’Professional Cooperatives on Poverty Return——Based on CLDS Database

探索农民专业合作社返贫阻断效应,对于巩固拓展脱贫攻坚成果、有效衔接乡村振兴具有重要的理论与实践意义。文章以2014、2016、2018年中国劳动力动态调查(CLDS)数据库中我国29个省(自治区、直辖市)的农村家庭数据为研究样本,建立双重差分模型,对农民专业合作社返贫阻断效应进行理论分析与实证检验。研究表明:农民专业合作社的设立对农村家庭经济水平的提升具有显著效果,能起到返贫阻断的作用;不同地理空间的农民专业合作社返贫阻断效应有所差异,农民专业合作社对非民族地区和非边疆地区农村家庭收入改善的影响更加明显,而对民族地区和边疆地区并没有显著影响;农民专业合作社对返贫阻断的作用机理主要体现在精减农业经济收入来源和提升农户生活幸福感上。因此,要使农民专业合作社的作用得到更广泛的发挥,政府需注重完善边疆、民族地区的基础设施建设,并试图建立跨区域合作机制,同时引导农民生产经营向优势产业集中发展,充分调动农民的主观能动性。

Exploring the blocking effect of farmers’professional cooperatives on poverty return has important theoretical and practical significance for consolidating and expanding the achievements of poverty alleviation and connecting rural revitalization.This paper was based on the data of rural households in 29 provincial level administrative regions of China from CLDS database in 2014,2016 and 2018,established a DID model to make theoretical analysis and empirical test on the blocking effect of farmers’professional cooperatives on poverty return.The research showed that the establishment of farmers’professional cooperatives had significant effects on the improvement of the economic level of rural families,and played a role in blocking poverty return.Farmers’professional cooperatives had varying effects on the blocking of poverty return across geographical areas.Farmers’professional cooperatives increased the income of farmers in non-ethnic areas and non-border areas,but had no significant impacts on ethnic areas and border areas.The mechanism of farmers’professional cooperatives in blocking poverty return is mainly reflected in the reduction of agricultural economic income sources and improvement of farmers’well-being.Therefore,to fully utilize the function of farmers’professional cooperatives,the government should focus on improving the infrastructure construction in ethnic areas and border areas,try to establish trans-regional cooperation mechanisms.At the same time,guide farmers’production and operation to concentrate on the development of advantageous industries and fully mobilize the subjective initiative of farmers.
