新质生产力视角下的节水产业发展路径探讨

Discussions on development path of water-saving industry from the perspective of new quality productive forces

节水产业是水利新兴产业链条中的重要环节,促进其健康快速发展是发展水利新质生产力的重要途径。为打造节水产业新业态,推动节水产业高质量发展,在梳理农业、工业、公共服务业等领域节水产业发展情况的基础上,总结节水产业发展在产业政策、内生动力、产业集聚等方面面临的主要困境,以查基础、强谋划、重发展为主线,结合新质生产力的特征内涵,从实施节水产业家底基础调查、做好节水产业系统谋划、建好节水产业发展支撑链条、促进节水产业市场规范管理等方面提出节水产业发展的路径建议。

The water-saving industry is a critical link in the emerging water industry chain.Promoting its healthy and rapid development is a key measure to develop new quality productive forces of water resources.To create a new format of the water-saving industry and promote high-quality development,this paper summarizes the main challenges faced by industry development in terms of industrial policies,endogenous driving force,and industrial agglomeration,based on a review of water-saving development in agriculture,industries,and the public service sector.Taking foundation evaluation,strategy consolidation,and development orientation as the main trunk,solutions are provided for water-saving industry development from the aspects of acquiring more knowledge on the basic conditions,conducting a systematic approach for planning,building a supporting chain,and strengthening market regulation,with consideration to the characteristics and connotations of new quality productive forces.
