China's Policy towards the United States in the New Era:Review,Assessment and Suggestions

中美建交以来,两国关系经历过数次战略调整与重大起伏,中国的对美政策出现了阶段性侧重点的不断调整,从“求合作、促发展”到“促合作、谋共赢”,再到“平等互利、总体稳定”,中国在发展对美关系上已然积累了诸多丰富经验,保持了较强的连贯性、原则性、灵活性、主动性、务实性等特点,并坚持合作与斗争两手抓。面对美国政府不断强化对华竞争和遏制,以及“脱钩断链”等倒行逆施,新时代发展对美关系要注重加强战略统筹,增强战略主动,综合施策,积极稳妥作为。未来,中国还应加强对美政策预判,放弃幻想,坚持中美关系管控的基本原则,在制度层面进行坚决的斗争,并立足于建强自身,做深做透美国国内民众的工作,努力营造竞争中的合作氛围,以创新思维探索中美大国相处之道。

Since the establishment of diplomatic ties,the China-US relationship has undergone several strategic adjustments as well as major ups and downs,while China's policy towards the United States has also gone through periodic adjustments with specific focuses from “seeking cooperation and promoting development” to “promoting cooperation and seeking win-win results”,and then to “seeking equality and mutual benefits,and overall stability”.In this process,China has gathered extensive experiences in developing its relations with the United States,with its American policy continuing to maintain strong coherence,principle,flexibility,initiative,practicality and other characteristics,which adheres to the spirit of both cooperation and fighting.In the face of the US government's intensifying competition and containment against China,as well as its retrograde measures of decoupling and breaking the chain,China's American policy in the new era should focus on strengthening strategic coordination,enhancing strategic initiative,adopting comprehensive policies,and taking active and prudent actions.In the future,China should also strengthen its prediction of the US policy,give up illusions,adhere to the basic principles in managing and controlling China-US relations,fight resolutely at the institutional level,focus on itself and its neighborhood,do well and deepen the work on American public,strive to create an atmosphere of cooperation amid competition,and explore the way for China and the US to coexist as major countries with an innovative thinking.
