脱贫地区县域特色产业特征分析及发展路径研究——以山西省为例

Analysis of Characteristics and Development Path of CharacteristicIndustries in Poverty Alleviation Areas and Counties--Taking Shanxi Province as an example

脱贫地区县域特色产业是脱贫地区巩固拓展脱贫攻坚成果,实现高质量发展的重要支撑。山西省是革命老区,也是全国脱贫攻坚的重点区域,在一系列政策规划的指引下,山西省各脱贫县积极实践,形成了一批具有较强地域性、集聚性、竞争性和可持续发展性的以特色杂粮产业、果蔬种植产业、中药材产业、牲畜养殖产业、文旅康养产业和新兴特色产业为主的特色产业,积累了可供借鉴的发展经验,但同时,也存在县域特色产业总体发展层次不高、农业特色产业同质化突出、产业链条不完整、要素支持不足等问题。基于对山西省的全面分析,从一产、二产、三产以及三次产业融合的角度提出推动脱贫地区县域特色产业发展的具体路径,为其他脱贫地区特色产业高质量发展提供实践经验和理论支撑。

The characteristic industries in poverty-stricken areas are an important support for consolidating and expanding the achievements of poverty alleviation and achieving high-quality development.Shanxi Province is an old revolutionary base area and a key area for poverty alleviation nation wide.Guided by a series of policy plans,various poverty-stricken counties in Shanxi Province have actively practiced and formed a group of characteristic industries with strong regional,agglomeration,competitiveness,and sustainable development,mainly focusing on the characteristic grain industry,fruit and vegetable planting industry,traditional Chinese medicine industry,livestock breeding industry,cultural tourism and health care industry,and emerging characteristic industries.They have accumulated development experience for reference,but at the same time,there are also problems such as low overall development level of county-level characteristic industries,prominent homogenization of agricultural characteristic industries,incomplete industrial chain,and insufficient factor support.Based on a comprehensive analysis of Shanxi Province,specific paths are proposed to promote the development of characteristic industries in poverty-stricken areas from the perspectives of the integration of primary,secondary,tertiary,and tertiary industries,providing practical experience and theoretical support for the high-quality development of characteristic industries in other poverty-stricken areas.
