河南省以人为核心的新型城镇化发展水平测度研究

A comprehensive assessment of development level of new urbanization in Henan with people-centered policy

推进以人为核心的新型城镇化是促进区域协调发展的重要举措,也是为人民群众创造美好生活的重要路径。通过构建人口发展质量指数、经济发展质量指数、公共服务质量指数、生态环境质量指数和社会治理绩效的五维评价指标体系,采用层次分析法和加权求和法对2012—2021年河南省以人为核心的新型城镇化发展水平进行测度分析。结果显示:(1)河南省以人为核心的新型城镇化发展水平呈稳步上升态势。(2)河南省以人为核心的新型城镇化经历了准备、起步、初步实现及基本实现四个阶段,但仍未达到完全实现的高水平阶段。(3)人口发展、经济发展、公共服务及生态环境等4项质量指数均呈现增长态势,但增幅各异,社会治理绩效略有下降。为促进高质量发展,河南需强化城市间协同效应、深化户籍制度改革、提升公共服务效能及推动城乡融合发展。

Promoting a people-centered new urbanization is an important measure to promote regional coordinated development and an important path to create a better life for the people.By constructing a five dimensional evaluation index system of population development quality,economic development quality,public service quality,ecological environment quality,and social governance performance,the analytic hierarchy process and weighted sum method were used to measure and analyze the level of development of the people-centered new urbanization in Henan Province from 2012 to 2021.The results show that:(1) The development level of people-centered new urbanization in Henan Province is steadily increasing.(2) Henan Province′s people-centered new urbanization has gone through four stages,namely preparation,initial implementation,preliminary realization,and basic realization,but has not yet reached a high-level stage of complete realization.(3) The four quality indices of population development,economic development,public services,and ecological environment have all shown a trend of growth,but the increase rates vary,and the social governance performance index has slightly decreased.In order to promote high-quality development,Henan needs to strengthen the synergy between cities,deepen the reform of the registered residence system,improve the efficiency of public services and promote the integrated development of urban and rural areas.
