多元主体协同推进高标准农田建设的理论逻辑、制约因素与实现路径

The Theoretical Logic,Constraints and Realization Path of Multi-subjects' Collaborative Efforts to Promote High-Standard Farmland Construction

高标准农田建设是保障国家粮食安全的重要物质基础,是实现千亿斤粮食产能提升的前提条件,是落实“藏粮于地”战略的必然选择。从多元主体协同视角出发,以“三重螺旋”理论模型为基础,构建多元主体协同推进高标准农田建设的理论模型。多元主体参与高标准农田建设对于促进高标准农田建设提速增效、推动高标准农田建设管理体制创新、提供高标准农田建设的典型经验以及推动高标准农田绿色转型发展具有一定的价值意义。然而,在多元主体协同推进高标准农田建设过程中仍面临着协同资金不充裕、协同参与流于形式、协同合作不融洽、协同效能不显著等因素的制约。因此,应积极采取拓宽资金渠道、提升参与力度、加强协同合作、提高协同效能等措施,有效推动多元主体协同参与高标准农田建设。

The construction of high-standard farmland,as an important material basis for ensuring national food security,is a prerequisite for the achievement of 100 billion catties of grain production capacity,and an inevitable choice for implementing the strategy of “sustainable farmland use”.From the perspective of multi-subjects' coordination,based on the “triple spiral” theoretical model,this study builds a theoretical model of multi-subjects' collaborative efforts to promote high-standard farmland construction.This theoretical model reveals the far-reaching effects of multiple subjects' participation in promoting the construction of high-standard farmland,stimulating the innovation of the management system,providing typical experience,and accelerating the green transformation.However,this coordination is still faced with constraints such as insufficient collaborative funds,informal collaborative participation,inconsistent cooperation,and inadequate collaborative efficiency.In order to tackle these problems,we should take measures to broaden funding channels,enhance participation,strengthen cooperation and improve efficiency,so as to effectively promote the collaborative efforts of multiple subjects in the construction of high-standard farmland.
