农村基层干部参与乡村治理现代化的价值、困境与路径

On Values,Dilemmas and Paths of Rural Grassroots Officials Participating in the Modernization of Rural Governance

农村基层干部是党和政府联系农民群众的“桥梁”和“纽带”,是乡村治理现代化的执行者和监督者,也是乡村治理现代化取得成功的关键因素。然而,目前农村基层干部参与乡村治理现代化面临以下困境:部分农村基层干部不担当不作为;农村基层干部和村民的整体文化素养不高;农村基层干部的教育培训和考核制度不够完善;等等。要想突破这些困境,就要优化农村基层干部参与乡村治理现代化的路径:一是建立科学规范的农村基层干部录用机制,完善农村基层干部的激励机制与考核机制;二是加强农村基层干部的教育培训,提升农村基层干部的服务意识与实践能力;三是改善农村基层干部的工作环境,构建密切互动的农村基层干部与农民关系;四是加强农村基层教育投入,提升农民群众的综合素质。

The rural grassroots officials are the“bridge”and“link”between the Party,the government and the farmers and masses,the executors and supervisors of the modernization of rural governance,and the critical factor for the success of the modernization of rural governance.However,at present,the participation of rural grassroots officials in the modernization of rural governance is faced the fol⁃lowing dilemmas.Some rural grassroots officials do not take up their responsibilities and do not act,the overall cultural literacy of rural grassroots officials and villagers is not high,and the education,training and assessment system of rural grassroots officials is not per⁃fect,etc.To break through these dilemmas,it is necessary to optimize the path of rural grassroots officials to participate in the modern⁃ization of rural governance.First is to establish a scientific and standardized recruitment mechanism for rural grassroots officials and improve the incentive and assessment mechanism for rural grassroots officials.Second is to strengthen the education and training of ru⁃ral grassroots officials and enhance the service consciousness and practical ability of the rural grassroots officials.Third is to improve the working environment of rural grassroots officials and build a close interactive relationship between rural grassroots officials and the farmers.Fourth is to strengthen the investment in rural grassroots education and enhance the comprehensive quality of the farmers and masses.
