长三角一体化下镇江产业链、创新链融合发展的态势分析与对策探讨

产业链、创新链深度融合是长三角高质量一体化发展的关键,也是镇江“产业强市”战略实施的必然要求。当前,镇江产业链、创新链融合发展呈现出产业基础逐步夯实、关键主体逐渐壮大、载体日趋完善、新动能加快培育等良好态势。但也面临着产业结构优化缓慢、研发投入增长乏力、产业链、创新链对接不畅、周边城市对人才和资本的“虹吸效应”等困境。产业链、创新链深度融合既要做大做强本地创新主体和创新协作平台,也要积极融入长三角区域产业协作和协同创新体系,充分利用和整合外部优质创新资源。此外,政府应在加强技术经纪人才队伍建设、完善创新成果产业化应用配套机制、建立双链融合发展保障体系等方面积极作为。

The deep integration of industrial chain and innovation chain is the key to the high-quality integrated development of the Yangtze River Delta,and it is also an inevitable requirement for the implementation of the“Industry Strong City”strategy in Zhenjiang.At present,the integrated development of the industrial chain and innovation chain in Zhenjiang is showing a good trend of gradually consolidating the industrial foundation,strengthening key entities,improving carriers,and accelerating the cultivation of new driving forces.But it also faces difficulties such as slow optimization of industrial structure,weak growth of R&D investment,poor integration of industrial and innovation chains,and the“siphon effect”of surrounding cities on talent and capital.The deep integration of industrial and innovation chains requires not only expanding and strengthening local innovation entities and innovation collaboration platforms,but also actively integrating into the industrial cooperation and collaborative innovation system of the Yangtze River Delta region,fully utilizing and integrating high-quality external innovation resources.In addition,the government should actively strengthen the construction of technology brokerage talent teams,improve the supporting mechanism for the industrialization of innovative achievements,and establish a dual chain integrated development guarantee system.
