长沙市“多规合一”的实用性村庄规划实践与思考

村庄规划是指导乡村建设的重要依据,也是推进乡村振兴战略的关键环节。基于长沙市村庄规划的实践,从工作组织、工作方法、技术支撑和实施管理4个方面总结出现有长沙市实用性村庄规划编制模式。同时指出,长沙市实用性村庄规划仍然存在规划编制体系有待进一步完善、规划实施管理全流程管控体系有待健全、规划实施合力和管理水平有待提升等问题。基于新时期对村庄规划的要求,提出长沙市实用性村庄规划的优化模式,具体包括完善乡村地区规划编制体系、探索编制与实施全周期管理机制、加强基于全域全过程的实用性政策设计和建立健全协调多元主体的实施保障机制等几个方面,为长沙市及其他地区后续推进实用性村庄规划提供参考。

Village planning is an important basis for guiding rural construction and a key link in promoting rural revitalization strategies.Based on the practice of village planning in Changsha City,a practical village planning compilation model for Changsha City has been summarized from four aspects:work organization,working methods,technical support,and implementation management.At the same time,it is pointed out that the practical village planning in Changsha City still has problems such as the planning preparation system that needs to be further improved,the full-process management and control system of planning implementation management needs to be improved,and the synergy of planning implementation and management level needs to be improved.Based on the requirements for village planning in the new era,an optimization model for practical village planning in Changsha City is proposed:specifically,it includes improving the planning preparation system for rural areas,exploring the preparation and implementation of a full-cycle management mechanism,strengthening practical policy design based on the entire region and process,and establishing and improving the implementation guarantee mechanism for coordinating multiple entities,providing reference for the subsequent promotion of practical village planning in Changsha City and other regions.
