摘要
在公共图书馆体系高质量发展的背景下,总分馆制进入新的发展阶段,如何对分馆尤其是通过政府购买服务的分馆进行绩效评价,也应有新标准和高要求。深圳市“龙岗模式”的总分馆制垂直管理特点之一是以购买服务、委托运营为实施路径,文章介绍了深圳市龙岗区图书馆导入卓越绩效模式开展分馆服务绩效评价的实践经验,探讨了其可行性以及该模式下的绩效评价模型和指标体系的构建,为公共图书馆分馆绩效评价提供创新思路和启示借鉴。
In the context of the high-quality development of the public library system,central-branch library system has entered a new phase.How to evaluate the performance of branch library,especially the branch library through government purchase services,should also have new standards and high requirements.One of the vertical management characteristics of the"Longgang Model"in Shenzhen for central-branch library system is its implementation through"service procurement and delegated operation".This paper introduces the practical experience of Longgang Library in introducing the excellent performance model to carry out the performance evaluation of the branch library service,discusses its feasibility and the construction of the performance evaluation model and index system under this model,and provides innovative ideas and enlightenment for the performance evaluation of the branch library of public libraries.
