Research on Policy Attention Allocation of Sports Culture Construction in China in the New Era in Ten Years

新时代10年以来,体育文化顶层设计始终指引着实践发展,逐步建设成为推进民族复兴、提升文化自信、凝聚万众民心的重大工程。基于政策注意力配置理论,对新时代10年体育文化建设政策注意力配置进行研究。分析发现,宏观层面上,我国体育文化政策颁布主体逐渐多元化,坚持社会效益与经济效益相统一的原则,全面发展群众体育与竞技体育文化;微观层面上,体育场域文化领域,从互动到联动,增强体育文化协同力;体育精神文化领域,从传承到创新,铸牢体育文化凝聚力;体育物质文化领域,从增量到提质,巩固体育文化生产力;体育行为文化领域,从渲染到塑造,扩大体育文化吸引力;体育项目文化领域,从夺魁到惠民,提升体育文化感召力。对策建议:优化体育文化政策体系,将体育文化元素融入中国式现代化发展全过程;健全政策执行管理机制,把体育文化基因注入体育强国建设发展全领域;加强政策落实效益监督,使体育文化政策监督贯穿体育高质量发展全方位。

TheSince the new era ten years ago,the top-level design of sports culture has always guided thepractical development,and gradually built into a major project to promote national rejuvenation,enhance culturalconfidence,and unite the people.Based on the policy attention allocation theory,this paper studies the policyattention allocation of sports culture construction in the new era.It is found that,on the macro level,the main bodyof sports and culture policy is gradually diversified,and the principle of integrating social and economic benefits isadhered to to develop mass sports and competitive sports culture in an all-round way.At the micro level,thestadium culture field,firom interaction to linkage,enhances the synergy of sports culture,In the field of sportsspirit and culture,from inheritance to innovation,the cohesion of sports culture is firmly formed;In the field ofsports material culture,from increment to improve quality,consolidate sports culture productivity;In the field ofsports behavior culture,from rendering to shaping,expanding the attraction of sports culture,In the field of sportsculture,from winning the title to benefiting the people,enhancing the appea! of sports culture.Countermeasuresand suggestions:Optimize the policy system of sports culture,integrate sports culture elements into the wholeprocess of Chinese-style modernization;Improve the policy implementation and management mechanism,andinject sports cultural genes into the whole field of the construction and development of sports power,Strengthenthe supervision of the effectiveness of policy implementation,so that the supervision of sports culture policy runsthrough the all-round development of sports quality.
