校地共建新型研发机构赋能新质生产力的实践探索与启示——以江苏X产业技术研究院为例

Practical exploration and inspiration on empowering new quality productivity forces through the co-construction of new research institutions between schools and regions:taking Jiangsu X Industry Technology Research Institute as an example

校地共建新型研发机构由高校、政府、企业共同组建,之所以能在新质生产力发展中起作用,前提是组织协调、运营激励、开放合作等体制机制创新。赋能新质生产力主要表现在完善地方科技创新平台、加速地方产业转型升级、拓宽高校科研成果转化路径以及创新科技创新人才培养模式。文章认为,要发展新质生产力,地方政府必须开发高校科研富矿,高校必须坚持问题导向和需求导向开展科研,深化产学研融合。

The new type of research and development institutions jointly established by universities,governments,and enterprises can play a role in the development of new quality productive forces on the premise of innovative institutional mechanisms such as organizational coordination,operational incentives,and open cooperation.Empowering new quality productive forces mainly manifests in improving local scientific and technological innovation platforms,accelerating local industrial transformation and upgrading,expanding the transformation path of scientific research achievements in universities,and innovating the training mode of scientific and technological innovation talents.The article believes that in order to develop new quality productive forces,local governments must develop rich research resources in universities,and universities must adhere to problem oriented and demand oriented research to deepen the integration of industry,academia,and research.
