“东北人才外流现象”对山东省人才发展的启示与对策建议

Implications and countermeasures of the population exodus phenomenon from Northeast China for Shandong province

党的二十大报告指出,科技是第一生产力,人才是第一资源,创新是第一动力。近年来,东北人才外流现象引起了媒体和学界的广泛关注,2010—2020年东北三省人口减少1100万,严重影响了东北地区社会经济的快速发展。文章以东北人才外流现象为切入点,在分析东北经济发展形势、人才观念等人口外流影响因素的基础上,科学研判国内人才资源发展态势。立足山东,深度剖析山东省人才资源发展现状与问题,重新审视与反思东北人才外流现象,从人才产业融合、科技计划体系、人才政策体系3个方面提出山东省如何引才留才的对策建议,对于推动山东人才强省建设以及绿色低碳高质量发展先行区建设具有十分重要的借鉴意义。

The report of the 20th National Congress of the Communist Party of China pointed out that technology is the primary productive force,talent is the primary resource,and innovation is the primary driving force.In recent years,the phenomenon of talent outflow in Northeast China has attracted widespread attention from the media and academia.From 2010 to 2020,the population of the three provinces in Northeast China decreased by 11 million,seriously affecting the rapid social and economic development of the region.The article takes the phenomenon of talent outflow from Northeast China as the starting point,and based on the analysis of factors affecting population outflow such as the economic development situation and talent concepts in Northeast China,scientifically evaluates the development trend of domestic talent resources.Based on Shandong,this article deeply analyzes the current situation and problems of talent resource development in Shandong province,re-examines and reflects on the phenomenon of talent outflow in Northeast China,and proposes countermeasures and suggestions on how to attract and retain talents in Shandong province from three aspects:talent industry integration,science and technology planning system,and talent policy system.This has important reference significance for promoting the construction of a strong talent province in Shandong and the construction of a green,low-carbon,and high-quality development pilot zone.
