欧洲科技伦理治理经验及对我国的启示

Experience of ethical governance of science and technology in Europe and its enlightenment to our country

科技发展改善了人类的生活并推动了社会的进步,但人工智能、基因工程等科技成果的应用也产生了科技伦理问题,科技伦理治理对社会发展起到重要影响。文章研究表明,欧洲科技伦理治理经验主要体现在:欧盟统一开展科技伦理治理、国家充分发挥政府科技伦理治理主体角色、联盟组织在科技伦理治理中发挥辅助功能;在这些成功经验基础上,我国可以采取完善政策制度统筹治理布局、加强法律监管把关治理门槛、推进协作共赢增强治理效能和开展伦理教育持续治理发展。

The development of science and technology has improved human life and promoted the progress of society,but the application of scientific and technological achievements such as artificial intelligence and genetic engineering has also produced ethical problems of science and technology,and ethical governance of science and technology has an important impact on social development.European experience in ethical governance of science and technology is mainly reflected in:on the basis of the successful experience of the EU’s unified development of ethical governance of science and technology,the state’s full play of the role of the government’s main body of ethical governance of science and technology,and the alliance organization’s auxiliary function in ethical governance of science and technology,China can adopt improved policies and systems to coordinate the layout of governance,strengthen legal supervision and control the threshold of governance,promote win-win cooperation to increase governance efficiency and carry out sustainable governance development of ethical education.
