关于排污许可管理工作内容及主要问题的研究

Research on the Content and Main Issues of Pollutant Discharge Permit Management

实施控制污染物排放许可制,是党中央、国务院生态文明体制改革决策部署的重要内容,是改革和完善固定污染源环境管理制度的重要任务。党的十九届四中全会明确提出构建以排污许可制为核心的固定污染源监管制度体系,对排污许可管理工作提出了更高要求。笔者在工作中发现,目前大部分“领证”企业在排污许可管理中存在较多共性、普遍性问题,制约了排污许可管理工作的实施效果。为此,本文系统介绍了排污许可管理工作的主要内容,针对共性和普遍性问题进行深入分析,并提出具体建议措施,以期为排污许可管理工作人员提供参考。

The implementation of the pollutant emission control permit system is an important part of the decision-making and deployment of the Party Central Committee and the State Council's ecological civilization system reform,and an important task of reforming and improving the fixed pollution source environmental management system.The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China clearly proposed the construction of a fixed pollution source supervision system with a pollution discharge permit system as the core,which put forward higher requirements for the management of pollution discharge permits.In my work,I have found that there are many common and universal problems in the management of pollutant discharge permits in most"licensed"enterprises,which restrict the implementation effect of pollutant discharge permit management.Therefore,this article systematically introduces the main content of pollution discharge permit management,conducts in-depth analysis on common and universal issues,and puts forward specific suggestions and measures,in order to provide reference for pollution discharge permit management personnel.
