提高我国普惠托育服务空间可及性的思考

Improving Space Accessibility of Inclusive Childcare Services in China

近年来,我国普惠托育服务体系建设取得了一定的进展。但是,从空间正义视角透视,托育服务发展仍存在一些明显不足。一是托育服务政策设计忽略了空间可及性维度;二是区域内托育服务空间可及性差异明显;三是空间不可及性掩盖了托育服务的真实需求;四是空间不可及性造成福利分层加剧和心理剥夺感加深。为了提高托育服务空间可及性,首先,应将改善托育服务空间可及性纳入相关政策和制度的设计中。其次,进行科学规划,实现托育服务资源的合理布局。再次,以社区为载体,推进托育服务社区化转向。最后,应用高科技,加强民众居住区和托育机构或设施之间的空间联通性。

In recent years,China has made certain progress in the construction of childcare service system.However,from the perspective of space justice,there are still some shortcomings in the development of child⁃care services.Firstly,the design of childcare service policies overlooks the dimension of space accessibility;Secondly,there are significant differences in the accessibility of childcare services within the regions;Thirdly,the lack of space accessibility conceals the real demand for childcare services;Fourthly,the lack of space ac⁃cessibility exacerbates welfare stratification and deepens psychological deprivation.In order to improve the space accessibility of childcare services:Firstly,improving the space accessibility of childcare services should be incorporated into the design of relevant policies or systems;Secondly,scientific planning should be carried out to achieve a reasonable layout of childcare service resources;Thirdly,using communities as carriers pro⁃motes the community-based transformation of childcare services;Fourthly,applying high technology strength⁃ens space connectivity between residential areas and childcare institutions.
