光伏发电项目工程造价指标体系构建研究

摘要 发展光伏产业是实现“双碳”目标的能源转型战略举措之一。构建光伏发电项目工程造价指标体系,可为项目管理提供有效的数据支持。笔者阐述投资指标体系概念及类型,结合光伏发电项目工程造价特点,从总体指标和子指标分别分析工程造价影响因素,建立光伏发电项目工程造价指标体系,并以不同地区光伏电站为例对指标体系进行应用分析。结果表明,采用该指标体系进行投资测算,结果合理,论证其具有可行性和可推广性。该指标体系可为项目不同参与方提供不同的工程造价指导,对提升光伏发电项目多方位、多阶段管理具有借鉴意义。 The development of photovoltaic industry is one of the energy transformation strategies to achieve the goal of“double carbon”.The construction of the engineering cost index system for photovoltaic project can provide effective data support for project management.The author expounds the concept and type of investment index system,combines the characteristics of photovoltaic project cost,analyzes the influencing factors of engineering cost from the overall index and sub-index respectively,establishes the engineering cost index system for photovoltaic project,and takes photovoltaic power stations in different regions as an example to analyze the application of the index system.The results show that the index system is used to calculate the investment,the results are reasonable,and the feasibility and popularization are demonstrated.The index system can provide different engineering cost guidance for different participants of the project,and has reference significance for improving the multi-directional and multi-stage management of photovoltaic projects.
