档案数据开放对于推进国家数据治理体系和治理能力现代化具有重要意义。论文在讨论档案数据开放内涵的基础上,从结果导向和共识导向双重视角对档案数据开放价值进行分析,进而从政策制定、平台构建、流程规划、环境建设等角度,对档案数据开放的实现路径进行研究、以确保档案数据开放能够有计划、可持续,更高效地释放档案数据价值。

The opening of archival data is of great significance to promoting the modernization of the national data governance system and gover⁃nance capabilities.On the basis of discussing the connotation of archival data openness,this paper analyzes the value of archival data openness from the dual perspectives of result-oriented and con⁃sensus-oriented,and then discusses the imple⁃mentation path of archival data openness from the perspectives of policy formulation,platform construction,process planning,and environmen⁃tal construction to ensure that the opening of ar⁃chival data can sustainably,release the value of ar⁃chival data sustaionably,more efficiently and in a planned manner.
