国省道改扩建投融资方法研究

Research on Investment and Financing Methods for National and Provincial Highway Reconstruction and Expansion

为了解决国省道发展中面临的资金问题,对国省道投融资现状进行分析,探索研究非经营性公路投融资模式,分析传统投融资模式,如政府财政直接投资建设模式、BT(建设-移交)模式、BOT补贴模式等的主要优缺点,基于此研究提出新型投融资渠道,研究得出新形势下适合我国国省道改扩建的投融资模式,即PPP、专项债、“EPC+F”模式等,以期为我国国省道建设提供资金保障措施。

In order to solve the financial problems faced in the development of national and provincial highways,the current situation of investment and financing of national and provincial highways is analyzed,the investment and financing models of non-operating highways are explored and studied,and the main advantages and disadvantages of traditional investment and financing models are analyzed,such as direct investment construction model of government finance,BT(construction-transfer)model,BOT subsidy model and etc..The new investment and financing channels are put forward based on this,and the investment and financing models suitable for the reconstruction and expansion of national and provincial highways in China under the new situation are obtained through the research,namely PPP,special bonds,"EPC+F"model and etc.,so as to provide financial guarantee measures for the construction of national and provincial highways in China.
