“一带一路”倡议对中国沿线城市绿色创新的影响研究

摘要 共建“一带一路”绿色发展是应对全球环境风险、促进可持续发展的重要举措。基于2010—2022年中国地级市面板数据,通过构建双重差分模型,评估“一带一路”倡议对中国沿线城市绿色创新的影响效应和作用机制。研究结果发现:“一带一路”倡议显著促进了中国沿线节点城市绿色创新,并且在经过平行趋势、安慰剂、PSM-DID和排除同期政策干扰等一系列稳健性检验之后依然显著。在影响机制上,“一带一路”倡议实施能够改善中国沿线城市的营商环境质量和绿色金融发展水平,进而提升中国沿线城市绿色创新水平。异质性分析表明,“一带一路”倡议对中国沿线城市绿色创新的促进作用在“一路”地区、中东部地区和高环境规制地区更为显著。进一步研究发现,网络基础设施建设对“一带一路”中国沿线城市绿色创新起到积极调节作用。研究结论不仅有益于实现“一带一路”绿色高质量发展,也为政府充分发挥“一带一路”倡议作用、制定城市绿色创新发展策略提供理论和实证依据。 Toward green development of the Belt and Road Initiative is an important measure to address global environmental risks and promote sustainable development.Based on the panel data of prefecture-level cities in China from 2010 to 2022,evaluate the impact and mechanism of the Belt and Road Initiative on green innovation in Chinese cities along the route by constructing a difference-difference model.The results show that:the Belt and Road Initiative significantly promotes the green innovation of Chinese node cities along the route,and it is still significant after a series of robustness tests,such as parallel trend,placebo,PSM-DID,and exclusion of concurrent policy interference.In terms of impact mechanism,the implementation of the Belt and Road Initiative can improve the quality of the business environment and the development level of green finance of Chinese cities along the route,and thus enhance their levels of green innovation.Heterogeneity analysis shows that the promoting effect of the Belt and Road Initiative on green innovation in Chinese cities along the route is more significant in the“Road”region,central and eastern regions and areas with high environmental regulations.Further research finds that network infrastructure construction plays a positive regulatory role in green innovation of Chinese cities along the Belt and Road.The research conclusions are not only beneficial to the realization of green and high-quality development of the Belt and Road,but also provide theoretical and empirical basis for the government to give full play to the role of the Belt and Road Initiative and formulate urban green innovation development strategies.
