摘要
构建市域产教联合体是深入贯彻党的二十大精神、增强职业教育适应性和吸引力的重要举措。鉴于市域产教联合体具有多元性、关联性和一体性等特征,传统的科层制纵向线性管理模式已难以满足其复杂的管理需求,因此协同治理成为市域产教联合体建设的新视角。基于协同治理的SFIC模型,以D市域产教联合体为例,在外部环境分析基础上,从初始条件、催化领导、制度设计和协同过程等四个维度,系统剖析了市域产教联合体协同治理面临的现实困境,并提出相应的实施路径,旨在为市域产教联合体的高质量发展提供理论依据和实践指导。
The construction of municipal industry-education alliance is an important measure to thoroughly implement the spirit of the 2Oth National Congress of the Communist Party of China and enhance the adaptability and attractiveness of vocational education.The characteristics of the diversity,relevance and integration of the municipal industry-education alliance lead to the fact that the traditional vertical linear management mode of the bureaucracy can no longer meet its management needs,so the collaborative governance will become a new perspective for the construction of the municipal industry-education alliance.Based on the analysis of the SFIC model of collaborative governance,the practical difficulties of the collaborative governance of the municipal industry-education alliance from four aspects was analyzed,such as initial conditions,catalytic leadership,system design and collaborative process.The practical paths of the collaborative governance of the municipal industry-education alliance are putforward,which provide theoretical guidance for the high-qualitydevelopment of the municipal industry-education alliance.
