新时代武汉历史文化名城保护规划的创新探索

The Innovative Exploration of Wuhan Historical and Cultural City Conservation Planning in the New Era

加强城乡建设中的历史文化遗产保护、利用和传承是新时代的国家战略。在国家对历史文化保护传承工作提出新要求和国土空间规划体系改革的双重背景下,历史文化名城保护规划从编制、管理到实施、监督的全过程都有待新的探索与实践。武汉市结合国土空间规划的编制,开展了新一轮也是历史上首次单独编制、单独报批的历史文化名城保护规划编制工作,在分析过去历次规划的演进历程和当前名城保护工作面临的主要问题的基础上,研究探索新时代背景下名城保护规划的创新,并与时俱进地提出了五个方面的规划策略。坚定价值导向,重新认知武汉在中华文明和国家视野中的核心价值;拓宽保护视野,构建全域、全要素的城乡历史文化保护传承体系;强调科学管控,制定分层分级、刚弹结合的保护发展策略;坚持以人为本,推进历史风貌保护与城市更新有机融合,探索历史保护与资源利用并重的实施路径;加强实施保障,探索承上启下、编管结合的名城保护规划新模式。

Strengthening the protection,utilization,and inheritance of historical and cultural heritage in urban and rural construction is a national strategy in the new era.Under the dual background of the reform of the national spatial planning system and new national requirements,the entire process of the planning for the protection of historical and cultural cities,from formulation,management to implementation and supervision,requires new exploration and practice.Combined with the compilation of territorial spatial planning,Wuhan has carried out a new round of conservation planning for historical and cultural cities,which is the first time in history to be compiled and approved separately.Based on the analysis of the past planning evolution process and the main problems currently faced,this paper explores the innovation of historical and cultural city conservation planning in the new era,and proposes five planning strategies that keep up with the times:First,strengthen the value orientation and re-recognize Wuhan's core values in Chinese civilization and national vision.Second,expand the perspective of protection and build a full-coverage and all-factor urban and rural historical and cultural protection and inheritance system.Third,emphasize scientific management and control,and formulate a protection and development strategy of hierarchical classification and rigid-elastic combination.Fourth,adhere to the people-oriented principles,promote the organic integration of landscape protection and urban renewal,and explore the implementation path of balancing historical protection and resource utilization.Fifth,strengthen implementation guarantees,and explore a new model of historical and cultural city conservation planning that connects national requirements and local demands,and combines planning and management.
