宜宾市海绵城市建设系统化方案研究

摘要 随着极端天气事件频发,宜宾市作为长江上游的重要城市,面临着严峻的外洪内涝挑战。本文分析了宜宾市自然地理条件、气候特征及城市排水防涝体系的现状,识别出城市防洪与排涝的关键问题,提出了宜宾市海绵城市建设目标,并从区域流域、城市层面、排水分区三个层面制定了具体建设技术方案。通过实施流域生态修复保护、完善中心城区防洪体系、打通城市骨干排涝通道、增加雨水调蓄空间、提升管网与泵站排水能力及建设源头海绵城市等措施,将有效提升宜宾市防洪排涝能力,改善城市水环境,修复和保护水生态,进一步提高宜宾市对极端气候事件的适应性和韧性,为长江上游地区的生态环境保护和区域可持续发展作出积极贡献。 With the frequent occurrence of extreme weather events,Yibin City,as an important city in the upper reaches of the Yangtze River,faces severe challenges of external flooding and internal waterlogging.This paper analyzes the natural geographic conditions,climatic characteristics,and the current status of urban drainage and flood prevention system in Yibin City,identifies key issues of urban flood control and drainage system,proposes a Sponge City construction goal for Yibin City,and develops a specific construction technical plan from three levels:regional watershed,city level,and drainage subdistricts.Through the implementation of measures such as ecological restoration and protection of the watershed,improvement of the flood control system in the central city,opening up the backbone of the city's drainage channels,increasing the space for rainwater storage,upgrading the drainage capacity of the pipeline network and pumping stations,and constructing a Sponge City at the source,Yibin's flood control and drainage capacity will be effectively enhanced,the urban water environment will be improved,the water ecology will be restored and protected,and the city's adaptability and resilience to extreme climatic events will be further improved,which will make positive contributions to the ecological environmental protection and regional sustainable development in the upper reaches of Yangtze River.
