摘要
随着“双碳”战略的逐步推进,鉴于交通运输行业履行“美丽中国”建设和“碳达峰碳中和”的双重目标要求,从减污降碳协同治理的视角总结云南省绿美公路建设成效。在回顾总结国内外绿美(绿色)公路建设情况和减污降碳协同增效相关研究,梳理交通行业尤其是绿美公路建设减污降碳协同发展现状与趋势,重点介绍云南省绿美公路建设减污降碳协同治理实践,并构建云南绿美公路建设减污降碳协同增效的基本框架。在此基础上,提出今后绿美公路建设减污降碳协同的建议,为实现绿美公路减污降碳协同提供技术支撑。
With the gradual advancement of the“double carbon”strategy,in view of the dual objectives of the transportation industry to fulfill the“beautiful China”construction and carbon peak carbon neutrality,the effectiveness of green highway construction in Yunnan Province is summarized from the perspective of collaborative governance of pollution reduction and carbon reduction.This paper reviews and summarizes the research on the construction of green&beauty(green)highways and the synergy of pollution reduction and carbon reduction at home and abroad,combs the current situation and trend of the coordinated development of pollution reduction and carbon reduction in the transportation industry,especially in the construction of green highways,focuses on the practice of collaborative governance of pollution reduction and carbon reduction in the construction of green highways in Yunnan Province,and constructs the basic framework of the synergy of pollution reduction and carbon reduction in the construction of green highways in Yunnan Province.On this basis,the paper puts forward some suggestions on the coordination of pollution reduction and carbon reduction in the construction of green highway in the future,so as to provide technical support for the realization of the coordination of pollution reduction and carbon reduction in green highway.
