尹锡悦政府“推销外交”:动因、举措与评析

摘要 出口导向战略是韩国经济发展的核心动力。尹锡悦政府上台后发扬了韩国历任领导人重视“推销外交”的传统,以首脑外交为牵引,出台一系列扶持政策,大力推动军工、核电、基建等战略项目出口,主动出击拓展海外市场。值得关注的是,尹锡悦政府把“经济外交”与“安全合作”结合起来,特别是通过军工出口加深与伙伴国的政治、经济和安全利益纽带关系,在中东、欧洲、东南亚等战略地区抢占阵地,布建据点,谋求扩大合作伙伴,不断提高韩国影响力,致力于成为“全球枢纽国家”的目标。但尹锡悦的“推销外交”外部环境存在变数,内部存在争议,成果落实尚有诸多制约因素,能否实现战略目标面临严峻考验。 Export-oriented strategy is the core driving force of South Korea’s economic development.After taking office,the Yoon Seok-youl administration has carried forward the tradition of“sales diplomacy”emphasized by successive Korean leaders.It has introduced a series of supportive policies to vigorously promote the export of strategic projects such as military industry,nuclear power,and infrastructure,actively expanding overseas markets by using summit diplomacy as a traction.It is noteworthy that the Yoon Seok-youl government combines“economic diplomacy”with“security cooperation,”deepens political,economic,and security interests with partner countries through military exports,and builds strongholds in strategic regions such as the Middle East,Europe,and Southeast Asia.It is striving to become a“global pivotal country”by expanding its cooperative partners and increasing its influence.However,Yoon Seok-youl administration’s“sales diplomacy”is subject to uncertainties in the external environment and internal disputes,and the implementation of the results is subject to many constraints,making the realization of the strategic goals a serious test.
