Analysis of Ningxia's DRG/DIP payment reform policy based on the PMC index model

目的:对宁夏DRG/DIP付费改革政策进行文本分析与量化评价,以探讨宁夏DRG/DIP付费改革政策要素的侧重点与存在的偏差。方法:运用文本挖掘方法对13项宁夏DRG/DIP付费改革相关政策文本内容进行分析,根据分析结果构建评价框架,采用PMC指数模型对13项政策文件进行量化分析。结果:宁夏13项DRG/DIP付费改革政策PMC指数的平均值为7.27,总体表现良好,其中10项政策表现良好、3项政策表现合格。结论:宁夏DRG/DIP付费改革政策总体呈现良好态势,但在政策时效、覆盖范围和政策规范上有较大提升空间。

Objective:To conduct text analysis and quantitative evaluation of Ningxia's DRG/DIP payment reform policies to explore the emphasis and biases of these policy elements.Methods:Text mining methods were used to analyze the content of 13 Ningxia DRG/DIP payment reform policy texts.Based on the analysis results,an evaluation framework was constructed,and the PMC index model was used for quantitative analysis of the 13 policy documents.Results:The average PMC index of the 13 Ningxia DRG/DIP payment reform policies was 7.27,indicating good overall performance,with 10 policies performing well and 3 policies performing adequately.Conclusion:Ningxia's DRG/DIP payment reform policies generally show a positive trend,but there is considerable room for improvement in policy timeliness,coverage,and standardization.
