摘要
实施1+X证书制度是我国深化产教融合的一个重要部分。自1+X证书制度政策发布以来,相关机构、院校和企业积极响应,建设1+X证书制度实施平台、开发课程、开展考核。面对多种多样的1+X证书制度实施机构,目前对其实施效能的评价研究较为缺乏。文章采用定性和定量研究相结合的方法,基于利益相关者视角,在文献研究基础上,构建1+X证书制度实施效能的初始评价指标体系。通过德尔菲法进行指标体系优化,运用层次分析法进行指标权重确定,最终构建了1+X证书制度实施效能的三级评价指标体系,包括4个一级指标、16个二级指标和49个三级指标,可用于评价1+X证书制度实施的有效性,对1+X证书制度建设和实施有一定的参考作用。
The 1+X certificate system,as a key measure to deepen the integration of industry and education in China,has received widespread response from relevant institutions,colleges,and enterprises since the policy was issued.However,there is currently a lack of systematic evaluation of the implementation effectiveness for the diverse implementing bodies of the 1+X certificate system.This paper adopts a combination of qualitative and quantitative research methods,based on the perspective of stakeholders,and first constructs an initial evaluation index system for the implementation effectiveness of the 1+X certificate system.Through literature research and the Delphi method to optimize the index system,and the application of the Analytic Hierarchy Process(AHP)to determine the index weights,a three-level evaluation index system is ultimately formed,which includes 4 first-level indicators,16 second-level indicators,and 49 third-level indicators.This system can comprehensively evaluate the implementation effect of the 1+X certificate system,providing a reference for the construction and implementation of the system.
